The steam. It takes more energy to make it evaporate than to boil.

Well first off, the question is pretty vague, but..

All steam is a excited of water, though it is similar to a gas it isn't. It is merely water vapor that has evaporated from the surface of the water to the atmosphere. Water and Steam are the same substance just two different types of matter (liquid and vapor). Vapor is a more excited state than liquid. So since it takes heat to create evaporation of any substance, in this case water, and that steam is a vapor, it would seem reasonable to say steam is hotter than water.

The steam has more energy, but not necessarily hotter. There is some amount of energy called the latent heat of vaporization that is the energy added to water at 212F to convert it to steam at 212F. So, depending on the situation, the steam is hotter or both are the same temperature.

It depens. They can reach a equilibrium, in which it can be the same temperature, and the can both be either steam, or water. However, in most cases, the steam will be hotter, because, as mentioned, it takes more energy to evaporate something, than it does to condese it into a liquid.

Water can only rise to 212 F (100 C); if it gets any hotter, it becomes steam, at which time it is no longer water. Steam can get MUCH hotter than water.

The highest temperature water can reach (at sea level pressure) is 100C. Whereas steam can be heated to any temperature
