Babe Ruth hit what MAY have been the longest HR ever at Forbes field, during that 1935 game in which he hit 3 home runs while playing for the Boston Braves. To this day, some people insist that his 3rd HR that day was the longest drive ever hit at Forbes Field.
However, that was the only time in his career that Ruth homered at Forbes Field, having spent his other 21 seasons in the American League (Ruth played 2 games in Forbes Field in the 1927 World Series, but did not hit a HR there).
There are two best guesses to this question. One would be Ralph Kiner. Kiner played seven full seasons in Pittsburgh, plus part of an eighth, all of them at Forbes Field. Kiner won seven NL home run titles with the Pirates, so chances are, he might have hit a few over the roof.
My other guess would be Willie Stargell. Stargell played in Forbes field for the first seven-plus seasons of his career as well. He was famous for his long-distance blasts, and when Three RIvers Stadium opened, he hit several upper-deck shots (markers were placed where his upper deck HRs landed). For a long time he (with several) and Bob Robertson (once) were the only players to reach the upper deck at Three Rivers Stadium.
Both Kiner and Stargell are Hall of Famers, and both of them had awesome power. Neither one of them used steroids either.
Clearing the roof at Forbes Field was a very rare achievement. But chances are, these two guys did it more than anyone else (major league baseball doesn't keep records such as 'most times clearing the roof at Forbes Field', so it's up to the Pirate organization to document such things when they do happen).
Dick Stuart played in Pittsburgh for five seasons, so he might have cleared the roof as well. He had pretty good power himself, though not at Kiner or Stargell's level.

This feat was done seven (7) times, as I recall. As stated earlier, Ruth reached the rightfield roof once. Willie Stargell hit the last ball onto the Forbes Field RF roof on Saturday, April 24th, 1970 in an 8-7 win over the Atlanta Braves. I know. I was there to see it with my dad and two brothers. I believe 'Pops' did it more than once in his career.
