One does not determine a Border based on the direction of a flowing river. A river, any river, regardless of flow direction can be made the border or a part of the border of any Country, State, or County simply by surveying and mapping it, then declaring that that is your border, and if not contested, it becomes so.

Water drains downwards, alongside direction of least resistance. we've mountains, melted snow comes down the facet of the slope, and the two accumulates in a lake, or shows the thank you to circulate down in a circulate which gathers different streams, and could become a bigger river. The path is downward, continuously downward. What determines that? Gravity and terrain.
