Well, you didn't say which picture you were talking about, so, it's a little difficult to be sure just what you mean..
If you're talking about the picture on your wallpaper, on your desktop, when you are selecting the background, make sure to select Stretch, and not center.
If you're talking about something else, fill in some details, and I'll help you out.

its defult view is full screen , however the problem lies with the resolution on the pics if very low then they will not cover the whole screen. use high rez pics for full screen screensaver. hope this helped.
