Start counting time at 9am. Mulder is 32.5 miles down the road, Scully is at 0. For every hour, you are going to add their MPH so Mulders distance will be 32.5+65H, and Scully will be 0+68H, where H stands for hours beyond 9 am. To find when they catch up (or are equal distance from start), your equation would be 32.5+65H=68H and you solve for H. Once you find H, add those hours to 9am to find out the time.

(65 mph x 1/2 hr) + 65 mph x (X hrs) = 68 mph x (X hrs)

Find X, then add it to 9 am, that will be the time when Scully catch up with Mulder.
