I think the stat you're quoting is actually we only use a small part of our brain at any given time. Imagine if it were otherwise -- how could I process anything if any thought and memory in my mind were active all the time??!!!!
While much of the brain is "redundant", redundant is not the same as unimportant. Check out the space shuttle, for example. There are all kinds of redundencies built into their computers, so that if one crashes they have lots of backups.
I think that is part of the myth you quoted -- much of the brain is redundant -- in the sense that things are stored in the brain over and over in order to insure the survival of the memories as brain cells die.
Also, the repeating of the information makes it easier to access -- thus setting up needed hierarchies. For example, the fact that my mother's face is in my brain a thousand times serves important purposes -- even if most of the time I don't need to access that information.

Hate to burst your bubble, but you use 100% of your brain all the time. I've taken countless psychology classes, including basic psychology, Biological Psychology, neurophysiology, and psychopharmacology and I have never seen that statistic in a textbook.
You may be consciously aware of only 10% of your brain activity, but the other 90% is always working. Think of all the activity your brain has to mediate....sensation, perception, thoughts, movement, your circulatory system, your circadian rhythm....and that's just the tip of the iceberg.
Almost every nerve cell in our brains is active most of the time. Scientists can detect this activity by measuring the electrical currents of nerve cells near the surface of the brain. More complex tests like PET (Positron Emission Tomography) can detect oxygen consumption, blood flow or glucose consumption (the sugar that is the brain fuel) by active neurons in all areas of the brain, not just the surface. Just about ALL of the human brain is busy all the time—even when we're sound asleep.

I think that we are not nearly as evolved as we have the potential to be. After all, if you think about it, why would we have all that unused brain.... for no reason whatsoever? I think not...
