That is like asking if it's still rape if the other person in consenting, it's only stalking if the person doesn't want to be stalked. So no, its not really stalking in the first place in this hypothetical situation.

I don't think so. It's just very weird flirting. I think that if nobody's safety, physical or emotional, is in jeopardy, then there's nothing wrong with it. Stalking just has such a bad connoation about it.
