It depends on purity of the water and what pressure it's under. The 32 degrees is fresh water at atmospheric pressure but if the pressure is dropped say the water is in a partial vaccum or has high mineral content then the 32 degrees is not true.

You must still be in grade school to ask this question. At zero degrees centigrade or 32 degrees Fahrenheit water starts to freeze.
