The coefficient refers to the moles of the compound (ie. 0.652). Cations are the positively charged ions (NH4)+1
Anions are the negatively charged ions (SO4)-2

So the question is really asking, for evry mole of (NH4)2SO4 how many moles of NH4 do you have? how many moles of SO4?
