I'm thinking something that looks like a grading rubric for college essays, like a one or two-page grid where each cell has space for them to write a concise blurb on how they feel about that cell's issue, so that voters can get an idea at a glance of how candidates stand even on issues that are not newsworthy at the time.

What issues would you choose to fit onto such a grid?

You could probably include like 50 issues or more to fit on a screen or two if you organized them by rows or columns in a semi-coherent manner. Even if you don't write down 50 yourself, your input will add up! I'm working on a website to serve as this kind of reference.
What are the issues that every politician should openly declare their views on, in order for people to make an informed voting decision every time?
And how can they be organized on a screen/page?

I was disappointed to find an already existing site called "OnTheIssues", but I can do better than that. It's not well-organized at all, and is definitely something I could take up a few notches. Keep naming issues because I plan to cover a lot.

Interesting! If you do a little more research on the "profile rubrics" you are talking about, you will learn that the survey questions themselves don't even have to have anything to do with the quality that is being tested for. For example, an inventory designed to find out if someone would be a good police officer, might have a question like, "Which would you rather paint, a flower or a sunset?" The answer to that question doesn't mean anything by itself. BUT all the answers that person gave to all the irrelevant questions allow them to be compared to people who have been and who have not been successful police officers.

What we should really do, is make up an instrument like the one you are imagining, give it to Bush, and then never elect anyone who answers the instrument the way Bush did.

I don't know anything about grids, so I'll just state some
questions I'd ask politicians.

Should we still pledge allegiance to the flag of the U.S?
Should English be the only legal language in America?
Should American troops now cut and run?
Should we change to a "flat tax" now?
Should illegals get U.S. financial aid of any kind?
Should we keep FEMA to call on in a disaster?
Should we defund the military?
Should Pres. Bush be kicked out of office?
Should God be removed from all government buildings and grounds?

How would you change the economics of Renewable Energy without bankrupting the Treasury our bankrupting the investor & still replace the energy shortfall? Please keep in mind the pivotal role energy plays in the 1st world's economy. The 1st world uses both energy to make us more productive & since the 1st world's products are directed towards the upper 1/2 of Maslow's hierarchy of needs energy for consumption.

World Poverty, health care, corporate business expanding globally, greedy shareholders, overpaid politicians, corrupt governments, the true nature of the nurture of fear. Taxes, global warming, the stupidity of relying on oil. Alternative power resources, China. the dalai llama and freeing Tibet, removing Robert Mugabe from power, hard and long punishments for white collar crime, higher taxes on the rich and powerful.
