If you go into control panel ---> power options, you can specify the period of inactivity before your monitor automatically shuts off. So, no you dont need to power it off manually.

Well, if it goes to a black screen, you could leave it on.
When it is off, try to peek in the back with the lights off and see if you can see a faint orange glow?
If you can then your screen is probably an instant on.
If it is not instant on, then it should take several moments to come on with a bright screen.
The reason I state all of this is that 95% of monitor failure is when it is turned on. Just like light bulbs! (Did you honestly ever see a light bulb burn out at any other time?)
BUT if you have that soft glow in the back of your set (neck of the picture tube) it is instant on, and it would be more economical to turn it off than to leave it on. Why? Because the filament in the tube never goes off, and it stays on all the time.
If you have a power failure or your cat trips over the power cord, etc. then make sure you turn it off before you plug it back in or the power comes back on.
Wait a few minutes after power is restored, so the filament can reheat slowly and not have that hugh rush of energy.
If it's LED or plasma, dang if I know!!!!

you can leave it on it should go into a standby mode to save on power, but if you shut the pc down when your not useing it then just turn the monitor off also. if running windows xp there are power features in control pannel wich will shut the pc down if no one is useing it after a set amout of time.

2 years ago my monitor caught on fire......luckily I was home and in the same room at the time. The manufacturer wanted it sent to them even though the one year warranty was expired. They wanted it badly that they sent me a LCD flat screen to replace the cheaper one that I had.
Apparently this does not happen often with newer models, but once was enough for me.

It is recommended that you do turn it off when not in use. If you do not use a screen saver you will get burn in (what is on your computer will burn into the screen so you see it even when your monitor is turned off)
