No there is no law against masturbation for any age as long as it is done privately. However, it may be illegal in countries with very repressive moral attitudes such as Iran.

It is unethical to ask a minor to masturbate for you.
But when a child becomes a teenager, they have a right to explore their body which they often undoubtedly do. Asking a minor to do sex acts for you while you convince them that you are trying to help them explore their sexuality , sure is a crime.
