Good question. They definitely need to be surgically drained; whether you take her to the vet or do it yourself is up to you.
I can think of a few reasons: if she's been bred, it could be an STD; if she has sores on her hind legs, it could be an infection that spread from there; if she has urine stains around the area, it could be from an infection from skin irritation. Check her all over for similar abscesses, in case it's from a systemic infection. Be sure to show the vet all the abscesses.
