All I really have to say is that I'm 100% behind you. I'm going through the same thing right now. My apartment neighbors might be the most selfish, rude people I have ever known . . . and I know a lot of people. Just amazing how bad it can get sometimes.

I would use a video camera to record the noise. Tape their yelling, stomping and screaming from your own perspective from inside your apartment. If the neighbors move their squabbles into the hallway, go out and record that. If they make a scene in the parking lot, record them. Do it quietly and for Pete's sake don't tell anyone you're doing it.
The police have to enforce some sort of laws regarding noise. In the city where I live, you have to shut up and be quiet from 11pm to 7am. If you aren't quiet the cops show up. If the cops have to show up too often, you go to jail. Since your landlord is unwilling to help, call the cops.
When you find a new quiet apartment to move into, produce the tapes. Show them to your landlord, tell her you are moving and you expect your deposit back in full. The tapes will prove that the neighbors have been a nightmare and that she sucks as a landlord. Landlords are supposed to keep good tenants and get rid of the bad ones, but yours is doing it backwards.
Best of luck to you. I have lived near the neighbors from hell and understand your plight. Save for a down payment on a house and get the hell out of Apartment Land.

You have every right to call the police. There is usually some sort of noise ordinance in every city. If the activity is determined to be a threat to the peace, health, safety or general welfare of the public, a Police Response Fee Notice will be issued to the responsible party, explaining the potential consequences for subsequent police response to loud parties, gatherings and events. Fees usually shut people up.
Contact the management property your landlord works for. This person is not doing his/her job.

Your landlord sounds like a real winner. Your neighbors sound great, too. Move out. You need peace of mind. You're not going to get that where you are now and you certainly can't change any of these people. What you can change is your situation by leaving it behind. No sense in fighting a battle you can't win. Get out and get some peace.

Easy... tell your landlord about what the police said to you without telling her you went to the police. But if she doesnt do anything your next step will be to the police. She doesnt sound like the sharpest tool in the shed so when you use legal words it should confuse her into action.

If it is truly that annoying I would call the police. The landlord should say something to them, but it sounds like that is not going to happen.
You could always try and break your lease, but document your complaint and the response your landlord gave you.

keep calling the cops for every _severe_ instance. i think by the third time, they will start issuing tickets or something.
if the situation allows, give the people some warning that you are going to take action. perhaps you can work out a system where you can bang on the ceiling or ring their phone when they need to cool it.

..yes, i had the same problem. I lived downstairs, and they lived upstairs....the music was soooo loud...!!...sometimes i would go to the basement and shut their power off!!!..lol.....but you do have the right to a peaceful house...public disturbance is something that can be taking care of by the police...
