I am working with a company in china and they would like me to get them naval ships or any other kind of ships that have been scraped. What is the easiest way to go about this?

are you for real? the drms does not allow the sale of naval vessels to china. but if you must , go to gsaauctions.com. If you are caught ,you will go to jail

The term "scrapped" means the ship doesn't exist anymore. Combat ships are sold to friendly nations by the Gov't, not by private parties. China does not qualify. Non-combat decommissioned gov't ships could be purchased through brokers. What does your client want with US naval vessels?

Check DOD auctions.
If you don't buy them yourself, you can see who did and try to make a deal with them.
