It sounds like a circulatory problem. You can get special socks that will reduce the swelling. Putting his foot up when he can will also help, so does controlled walking.

Elevate the leg above the level of the heart. Ice it 20 min at a time (DON'T use heat). I assume he's got some kind of cast or wrap on his leg right now. If it is a removable one and you are allowed to take it off from time to time, try using an ace bandage and start wrapping it at the toes and working your way up. That should help force some of that fluid in his foot back into his circulation. If he continues to have swelling, and/or has increased pain with the swelling (anywhere in the leg, like in the calf) let your doctor know because he may have developed a blood clot in his leg. That happens sometimes when people are off their feet with broken legs and stuff. Overall, if you are concerned, please talk to your doctor for the best help.

The doctor will conduct a thorough examination including heart and lungs as well as the legs. Diuretics (pills that decease fluids in the body by increasing urination) may be prescribed. These are effective but, of course, they have some side effects, such as causing loss of potassium from the body. If home treatment is successful, it is generally better than using drugs. Fortunately most swelling is due to local causes. Often, breakdowns in the veins over time have made it difficult for blood to be returned to the heart fast enough. Ice for 20 minutes every hour, 20 minutes on, 40 minutes off. If his leg is in a cast, put the ice over the cast (if it's a soft cast) or under his knee. Keep his foot elevated higher than his heart. Call his doctor tomorrow.

Well, the standards are ice and elevation, but if things don't look right, I'd take him back to the doctor! He may need a diuretic or there might even be a circulation issue that needs to be seen. Good luck! Hope he feels better soon!

Have him stay off his feet. And keep his feet elevated over his heart and I would suggest Ice for the swelling.
