Sort of like eeny, meeny, miney, moe. A way to eliminate people. A way to find a winner. I forget exactly, but it's along the lines of 2-3 people "throw" their hands into the circle. Scissors cuts paper, so it wins over paper. A rock would dull scissors, so it would win over scissors, but I don't remember it exactly.

Edit: Apparently it's a Hand Game. Although I'm going to argue that the players themselves are randomizing devices so my first answer stays.

A game you don't want to play with my Uncle. If my Uncle wins he'll lick his index, and middle finger, and wipe it on you. I'd rather he'd just hit me like my cousins do.

it is used the same way as "pick a number between one and ten" just when something needs to be decided and the only fair way would to do something randomly
