I think Sailor Moon sung it. I thought you meant Huey Lewis but I found these lyrics on this link and they are not the Huey Lewis song:

I've found it: it is Sailor Moon and the Scouts, They are probably just some unknown back up artists who sang for the film. I've got you the video anyway. I don't think many people noticed your sailor moon reference!! I think surfing is not comprehending this either lol.

I dont know the movie, but there were 3 songs of that name back in the 80's. The artistes were: Jennifer Rush; Huey Lewis and the News; and Frankie goes to Hollywood.
