Wow. 5 answers already and every single one of them totally wrong!
Amazing.
I've answered this question so many times here you would think it would catch on by now.
When replacing tires in pairs (only 2 new ones) the new tires ALWAYS get mounted to the rear axle, irregardless of whether or not the vehicle is front, rear or 4WD. It is a PROVEN FACT that this is the safest position in which to mount tires if you are not replacing all four at the same time.
Don't believe me? Head over to the Michelin web site. They have gone to the trouble of producing an instructional video which shows why this is so in graphic detail.
That is why EVERY major tire manufacturer has this as a standard policy. It is also why the RMA (Rubber Manufacturers Association) recommends new tires be mounted to the rear axle as its standard policy.

buy tires in set of either 2 or 4, and put them on the driving tires and the best of the old (if only doing 2 tires) on the non driving tires.

You should replaces them in even sets. Put them on the power tires i.e. front wheel drive on the front, back wheel drive on the back. If you have al wheel or 4 wheel drive but them on the back.

put them on the drive wheels whether it is front or rear wheel drive
make sure you put two matching(in age and use) tires on each the front and the back

Is your car front wheel drive or rear wheel drive?
You need more than one tire but I am sure you already know that.
