A center cut filet will be lean and the most tender. It also depends on where you go and how you get it cooked. A medium rare to medium filet will melt in your mouth if cooked properly and it's good quality. A sirloin will be your leanest cut, but it is definitely not your most tender. Sirloin is cheaper than a filet, so I guess it depends on what you want to spend. I always go with a filet.

For the leanest end result, choose cuts with less marbling and trim all visible fat after cooking.
