If the number after is 1-4, the number stays the same.
If the number after is 5-9, round the number up.

The numbers after the decimal is not whole, so you have to round them. The 1st number after the decimal is 2 which is 1-4, so the number before the decimal stays the same. You don't need the numbers after the decimal anymore because it is rounded already.

Therefore, the nearest whole number is 3628.

to round a number to nearest whole number, simply refer to the FIRST digit after the decimal place. if it is 5 or over, then you add one to the digit before the decimal and make any necessary changes to the number. if the number after the decimal place is 4 or under, then you just chop it off and leave the digits before the decimal place as it is.
so in this case, since 2 is not a 5 and is less than 5, then we ignore it...hence 3628.297 rounded to the nearest whole number will be 3628

If the first digit right of the decimal point is below a 5, it gets rounded down to the nearest whole number. (3628) if the first digit is higher then 5, it gets rounded UP to the nearest whole number.

Whole numbers have no decimal points. So, you can tell that 3628.297 must be between 3628 and 3629. Exactly half way between would be 3628.5, and you can see that 3628.2... is less than this, so it is closer to the lower number, 3628. Hope that helps!

You need to look and see if the 1dt number after the decimal point is above 5.

If it is above 5 ie 34.67 then this number rounds up to 35.

However, like in this case the number after the decimal point is under 5, so you round down.
