I do understand what they are trying to say - and usually it's to get you stop going on about something.
My dog died!
It's all good.
I lost my job.
It's all good.
Okay, maybe it's cultural - who knows.

They can't think of anything to say to the question asked, whatever the question was/is.
It is annoying and along the same lines as responding "No Problem". When clearly there wasn't a problem to begin with.......

ermm....ya sure. actually the only time when i hear it is if me or my friends fall down (or run into walls cuz we're cool like that) and everyone is being dramatic like *GASP* and we're all cool like that and we say "its all good."
