I know that the president is the Commander-in-Chief of the Armed Forces. But with the non-binding resolution calling for no troop surge and threats being made to cut off the war funding, I am curious. Just how many Commanders-in-Chiefs are there in Congress anyway?

The President is Commander in Chief. However, there is a long-running battle (on both sides of the aisle) about the War Powers Act...the Congress wants to approve acts of war...the language is not clear and this will be an on-going debate for some time...

None. The President is the only one. Resolutions (made by liberals especially) are usually worthless words said merely to be put on record. Congress controls (?) the purse strings, though. It was the Dims that denied the extra funding for body armor in the start of war. (Thanks Dims for letting over 3000 soldiers die for lack of something you could have easily given them! That's where the blame really lays! But Nooo. They must blame Bush!) Closet communist bastards!

the Constitution provides us with checks and balances. It was put in there by our founding fathers so that no one man or one group could ever have to much power. Seems we have all underestimated GWB.
