My boyfriend is stuck in an annoying situation when it comes to getting his birth certificate.
We live in California, but he was born in New York.
He wants to get his driver's licence, but cannot get one without his birth certificate, which he lost. In order to get his birth certificate, he needs his driver's licence (or California ID- which also does not have and cannot get without his birth certificate).
I heard there was some kind of form he could get from the police dept, or somewhere, explaining his special circumstances. When I asked the police station, they had no idea what I was talking about. What can he do to get his BC besides traveling to NY.
He has a copy of the birth certificate (which the DMV won't accept for issuing an ID), he has his Social Security card, and he has old highschool IDs and a work ID (which are not valid IDs to get a BC). He has no bills in his name. What can he do and/or where can he go to get some help on this.

Unfortunately, he needs to get a lawyer...

If he ever had a driver's license, he needs that...

If not, he is pretty much hosed and needs a lawyer to intervene in order to get a court created document to legally release his birth certificate to him.

All you need to do is contact the county he was born in, ask for the county clerks office. You will find these numbers under the goovernment section in the yellow or white pages. It usually cost about 5.00 dollars.

Contact the county clerk for the county in which he was born.

They have the original documents and can tell you how to get the process started.
