I think Holly, just something about the name Angel I don't like. But Amber is better than both of them.

Both are great...Sorry to give you a non-answer as my answer! I have a personal attachment to Holly, but think Angel is prettier.
If it were totally up to me, I'd convert Angel to Angelica...it just adds a little bit of extra femininity.

Holly sounds really cute. Angel is heard too much so it kinda lost it's cuteness.

I don't like babies being named Angel. I just look at them and I think of a baby that died and lives in heaven. I know, not terribly logical, but that is always what pops in my mind and it makes me really sad. So I say...go with Holly.
