I use regular tap water for my aquariums when I do my weekly partial (25-30%) water changes. All you have to do is add the chlorine removing drops as you put the water into the tank.

Do not use distilled water, it has none of the minerals in it that fish and plants need to survive. Spring water is OK, but why spend the money if your tap water is good quality. Take some tap water to the fish store and they will test it for you and tell you if it is OK to use.

Tap water is natural water with minerals, but has chlorine and sometimes flouride.
Bottled Spring Water contains all natural minerals, but no chlorine.
Distilled water contains no chlorine and has had all of the minerals removed.
Beware of a bottled water called "Drinking Water." It is nothing more than tap water in a bottle and we are being taken for a ride on that one.
Spring water is the best choice for aquariums.
Read the labels to make sure you know what you're getting.

If you use distilled water, then you won't be adding any nutrients or minerals into the tank. If you have plants then you would need to add fertilizer and if your fish don't get all their nutrients from their food, then would also have problems. Your best bet would probably just to be using tap water with dechlorinator unless you have VERY poor water quality. If you do, I would recommend just using spring water, or whatever the normal drinking water is for people.

If your talking about marine/saltwater tanks. The water should be put through a reverse osmosis unit, Get a tds meter (total disolved solids) run you about 30 bucks, Test your water Mine comes out at 98 ppm, After it goes through the rodi unit comes out 1-2, Maybe more than you asked for but what the hey.

It can be, but most use tap water and add a chlorine/mineral neutralizing chemical, as I do - available at any pet store.

You can use regular water and just wait a week for the chlorine to evaporate.
