Can someone please show me the proper site for the government agency which handles this?

It is BC Vital Statistics through the Ministry of Health. Here is the link.

You can do it all at the website. But if you need an office, they have 4 offices around BC, and most towns have a Government Agent Office that you can go to for information.

If you were born in BC you should already have one!
If you have lost it and require a duplicate.
Either way you can get info at
www.gov.bc.ca
select residents
then under residents resources a-z index pick birth certificates
