Because of the failure to do so when we first took over is why we are now faced with so many insurgents!

You apparently haven't followed the strategic & operational goals of the US military in Iraq...the ones that are public.
We...the US troops in Iraq... are not there and never have been to secure their borders. That is the job expected of the Iraqi government and their army and their developing boarder gaurd groups.

Because the US military can not operate within the US borders.
