As far as i know, the only illegal thing about that site could be, that it "directs" people to illegal content.
They don't host those files, they redirect you to you-tube, dailymotion etc.
However, the content is clearly not allowed to be uploaded to those sites, as it has copyright. So the content is illegal, but peekvid is, in fact, in a blurry gray zone. Youtube itself isn't illegal, but uploading copyrighted stuff to Youtube is ! Read their terms of service, they clearly don't allow that. People uploading this stuff can get in REAL trouble.

However, the question remains if it is legal or not to WATCH it.
I think it is "more" legal than downloading it via BitTorrent or eMule, because you are not sharing it !
