Yes, you can. Most of the online sites have free goodies for your Sim, but they are not necessary. If you are having any problems with your game you will probably need to download the patch for the game. To be on the safe side only use the official sim website. http://thesims2.ea.com/index.php

No, I'm afraid not. The Sims (one and two) both have faaar too much data to be downloaded safetly from the internet.
Even though it is a pricey game, it is most definately worth it; I suggest you just give in and save up. ;)

EDIT: Thought you meant downloading online, no you have to download the game from disk to play, can't stream online
