I know someone that is going around accusing another party of acts of murder and molestaton years ago ...... even though a case was never made. She is bringing it all out now. Does she face any kind of penalty ? Is there a proper way to go about bringing up new charges like these ?

That said, it depends on the statement made, the truth and the proof of such truth. The statements, depending on exactly what they are, may qualify as Tort claims including Defamation. If so, it may be possible to sue for damages or other remedies. This is just speculation; the facts you provide are insufficient to say and laws vary by jurisdiction. The best course of action, if the supposed victim is really bothered by it, is to see a lawyer in the jurisdiction and find out what your actual legal position is.

Filing a false police report is illegal. TO bring charges they would have to go to the police department and talk to the police.

Yes there should be Charges for those that file false rports and Destroying people 's Lives.
