My girls are 12 & 13 and the theme of the dance is Vegas style.

Really? A vegas theme for kids? Who chose that? Just skeptical because Vegas is not for kids with all that goes on there. You know "what happens in Vegas stays in Vegas". Wouldn't be my first pick for a kids party, it might encourage them to dress sexy and act sexy which is not appropriate for a 13 year old, what if they get attention from that that they are too young and inexperienced to handle. I'm sure you've got a watchful eye out for your kids though.
Anyway, I would say knee length, with lots of sparkle.

watch TLC 's "what not to wear" they always give you good tips on whats okay and whats not okay.
Personally I think a nice knee length dress is always nice, not to fancy not underdressed, Just remember though it's always nice to be overdressed then underdressed. Goodluck!

go to gadzooks and find a dress, they are usually under $25!!
