Texas is the world's 4th largest producer of sugarcane, but it's grown primarily in the lower Rio Grade Valley using irrigation systems. Austin is a bit too far north, too cool, with clay or limestone soil that's not the best for a sugarcane crop. The freeze we just had would have killed the cane tops.

It should if you water it enough. It's usually pretty dry there, so be sure to water it when there's a drought or it hasn't rained in a week or so.
