Excellent question. The storms must have sea surface temperatures of 28 C or higher, they can not form too close to the equator, generally north of 10 degrees latitude, southwesterly winds generally form south of the trade winds blowing from east to west creating a counterclockwise or cyclonic flow near the surface. Very little shear aloft so that the energy of the developing storm remains in a vertical column allowing the latent heat of condensation to deepen the low pressure at the center of the storm. As these storms develop they begin as a large conglomeration of cumulus clouds we call a convective cloud cluster. When a low pressure center begins to develop this cluster becomes a tropical depression and is given a number for historical and tracking purposes. As the storm deepens further it becomes a tropical storm and this is when it is given a name.The final stage of development is the Hurricane. Most Hurricanes and many tropical storms have eyes, clear regions of calm winds and clear skies. I hope this helps a little.

first of all a lot of Atlantic Ocean hurricanes starts as storms coming from Africa. the Trade winds cause rotation..thus creating a tropical storm which eventually becomes...a hurricane.
