In Sim City 4, how can I keep pollution levels down?

The game advice always says to plant trees and add parks. I add a ton, but my pollution rating is still horrible! Any other ideas?

since every city in the region shares demand, try making one city entirely out of polluting stuff (Industrial zones and fossil fuel power plants), and all your rather-not-have-pollution stuff (commercial and residential zones) in another city. Pollution doesn't carry over from city to city.

Another approach is to clean up traffic congestion. Try adding some elevated railways, subways, or monorails. Monorails don't make as much sense as the other two, but in some versions, a monorail is the only choice.
