is he getting old? he could be just a little cold too. try giviing him some betta fix or melafix at 1/3 strength and see if he perks up. did he have any fin damage? they grow back clear at first. the bettafix/melafix will help him grow back new fins.

you can try the same treatment with your mom's betta. bettas tend to get darker and less colorful as they get older.

i cant explain why the fins are clear but the color changing is a part of maturity that is a cycle and might change many times to try to attract a mate.

Well as it normal for them to change colors depending on their atmosphere.Like when they are unhappy or scared or even change of water temperature. But,
If the female develops vertical stripes then she is ready to mate.
Usually when a male develops strips he is angry.
Well, keep an eye out they may be trying to communicate with you.

Yes it is normal, but sometimes it can be a skin disease.
I had a beta too, and the same thing happened

well I don't know about your mom's but your's isn't doing so hot. mine did that not long before it died. He was this beautiful blue and then after about 3 years he was losing his color.
