The fans all start to spin but barely complete 2 rotations before they stop. If I hit the start switch repeatedly it does the same thing. I have moved the power on jumpers and the reset jumpers and even tried a different swith all with the same results. I know this is something simple I just don't have any experience with new motherboards.

On the power supply, there is a toggle switch which is also a power on to the power supply. Check to see if it is in the on position. Go through the entire build again, one step at a time and double check all connections to the mobo, especially the wires from the power on switch. Make sure they are in the correct plug on the mobo. Those wires are easily confused.

You have to troubleshoot the system one component at a time.

Disconnect all cabling and remove all cards except for video. If you have multiple RAM modules try one module at a time unless you need to run the modules in pairs.

When you test you should only be using Processor, RAM, and Video. If all goes well connect the hard disk and test again. Repeat for each component.

If the problem recurs at any point it could be you do not have a powerful enough Power Supply or the hardware component could be faulty.

try to replace the power supply. I had a similar problem, and when i replaced the power supply it was fixed. Hope this helps.
