does he have the final say or can congress overrule him? does anyone know?

As commander in chief he has the authority to send US soldiers anywhere. The war powers act limits his commitment to 90 days without congressional approval. The war powers act has never stood up to the supreme court so it may not be something a president has to listen to. Most presidents will say that they don't feel it has any merit. The congress can impeach the president if they don't like his deployments and they can cut the budget to the military as well.

He has all the power in the United States, he is the Commander in Chief. Congress has the power to hinder him because they control the "purse strings," but George Bush, as President, controls the military.

He has final say but Congress can choose not to fund them. The poster above me is wrong. He can bomb Iran without going to Congress. The President can wage war for thirty days before going to Congress.

he has complete authority to use the military as he sees fit, but if he doesn't listen to Congress, they will not give him funding and any actions he takes will be with risk to the troops and to his reputation...he has to accept the realities of of how he can use the military, it is not a blank check, he has to have the political support, or he is a fool.

The president can order their deployment, but only Congress can appropriate the funding to pay for it all.

he unfortunatly is the commander in chief. he has the authority to send more troops. but in order for him to drop any bomb in iran he will need the approval of congress im sure he is going to try to find a way around that but if he does it will be the end of him
