I'm not sure what you're looking for. I've worked in layout and design for newspapers and we just used a publishing program (Quark) and set the parameters (size of pages, number of pages, layout of color pages) planning to have the paper 60 percent ads. Then we laid out the ads like building blocks. The stories are actually filler for the ads. That's depressing to us writers, but that's the way it is!

So for a template you need to create your own based on what percentage of advertising you need to make a profit - 40%, 60%, 80%.
