the eight above the chemical symbol on the periodic table represents the number of protons in the nucleus of the atom(the atomic number), in this case it would represent oxygen which has 8 protons

The atomic number is what I think you see at the top. It indicates the number of protons each atom of the element has. Hydrogen for example, has the atomic number of 1, because it only has one proton.
