that is an impossible question to answer!
where does one start, there are so many sexy looking celebrities.
although some of the sexiest to look at have the worst personality (or so it has been reported) which makes them not as sexy.
it is al down to what each guy like. some guys like the calssic beauty, some like the curves, some like big girls (obese) then there are the sickest of all that findthe skinny anorexic girls sexy.
How can any of us answer that objectively. we do not know every female celebrity that has ever existed nor could we ever possibly know every one of them.
just my opinion, and i know who i find attractive, but i'm not going to state that here in this forum.

Charlez Theron - because it doesn't matter how she's made up or even if I recognise her immediately I'm always attracted to the woman.
Now at the other end of the spectrum, we have people like Kate Moss, who it doesn't matter how she's made up she always looks like a dog, and yet everyone thinks shes totally top - I just don't see it myself.
