If it's cold or dry where you live, then yes, chapped lips are normal, and is caused by the weather. If you live in a normally humid climate, then you're probably just dehydrated too often. My best guess is that the "white stuff" you mentioned is just dried out or dead skin (although I have no idea how you could not figure out what it was yourself, or how any of us could figure it out over the internet, but I digress). The skin of your lips is very thin, and get dried out easily. This causes the cells there to die. Just peel or bite it off, no big deal. If your lips are just dry, use a lip balm, like Chapstick or Burt's Bees. Just apply it whenever they get dried out. If they're severely chapped (peeling a lot, splitting, etc.), you could get a stronger lip balm or put Vaseline (petroleum jelly) on your lips before you go to bed. It's better to do it before bed because if won't rub off as fast and be able to do its job.

I have to watch for that in winter, and my husband has a similar problem with his hands. I found an oil at a local health food store that is great for taking care of stuff like that! Basicly, it's just assorted oils that might be used for cooking blended with a number of herbs. I just dab a little on my lips and make sure to stay hydrated, and I have little if any trouble with it.

Good luck!

Carmex is more effective than Vaseline because it is medicated. It may burn a bit at first because they are so chapped, but keep putting it on and soon they will be soft.

Vasaline works best for me. You need something that will keep the air off them and let them heal. The vasaline also takes the pain out of them when you open your mouth, smile...After they heal, use chapstick of something like that ALL the time.
