DEACTIVATED Speed/ACD, Traffic Control Devices. What does it mean if you are charged with these two things, what did the person do if the 'deactivated speed/acd and somethin about traffic control devices.

I believe it means the speedometer was out. I'm not sure what the 'A' stands for, but CD could stand stand for control device. Likely a speedometer/odometer was deactivated.
CORRECTION: ACD also means "Anti Collision Device" or "Alarm Control and Display".

it might mean they had a radar!...not sure..but thats wat it sounds like to me!!
