21 is the age requirement for foster/kinship/adoptive parents to be approved in Pennsylvania. These caregivers often become legal guardians if the minor's biological parents lose their parental rights, or if the youth decides they don't want to live with their biological parent. I'm sorry I am not more familiar with every state, it does vary.

If the person who asked this is question is a minor and wishes to legally disentangle themselves from their current legal guardian (if the youth is being neglected, overly harrassed, forced to meet unreasonable demands), and is mature enough to go before a judge and present their case, then kids as young as 15, 16 can be legally emancipated (meaning you have no guardian, therefore you are in charge of yourself). But you'd have to prove that you are mature enough to take care of yourself.

In most states, the age of 'majority' is 18. But DHS might have requirements that exceed state law. If this involves a minor child, you would do yourself a favor by spending a little money on a lawyer. Good Luck...
