Although there is a beach in Cannes, it is a small stretch of beach across the street from the major hotels.
The hotels themselves are overpriced, though luxurious. You could only get a sea-facing room in one of the best hotels (Martinez, Carlton, Majestic) for under $300 a night in the off-season (when there are no conventions going on, which in Cannes, is like...never?).
May I make alternative suggestions to Cannes?
Le Colombe d'Or in St Paul de Vence, in the hills above Cannes. They have rooms, and everyone I know who has stayed there said it was magical.
Eden Roc in Cap d'Antibes. This hotel IS right on the ocean/beach, and is the place where the top celebs stay during the Cannes Film Festival. About an hour from the centre of Cannes (you have to fly to Nice, anyway, as Cannes does not have an airport, so no lost time there).

Stay in Nice. There's nothing to do in Cannes which is great for French ppl from big cities getting away from it all. For an American, Canadian, etc., most of us wanna see stores, museums, old buildings, etc. You can still go to the beach in Nice.

Depends on your budget really but there is a great aparthotel in Cannes called the Resideal which is nicely appointed and near the Carlton and the beach...

Look for Bed & Breakfast places they are very cheap and good. This things are aviable only when you land there. I don't think they offer these services on line.
