Its possible to run one operating system from another one by using a virtual machine or an emulator, but I don't know of any that will run Windows 2000 on Windows 98.
You can certainly do it the other way around though!

Yes you can buy the windows OS (Operating System) for a Windows 98, and you most likely wont have to upgrade you processor or anything like that because they aren;t very complex OS's compared to Vista. But why in the world would you want to purchase such an outdated OS. Go for XP because your going to waste lods on upgrades if you want to put Vista, on a Windows 98 Original. No. They are both operating systems, they cannot run on each other. You could setup a "dual" boot, that will allow one to run at a time. If you're upgrading, the better choice would be XP. Xp is the upgrade of Windows 2000 pro. The problem might be the computer itself.
Win98 only needs 128mb ram, 200mb hd space, Win2000 and XP needs more like 512mb and 1.5gb of hd space. And both win2000 and xp are not compatible to programs/drivers of win98, as most must be removed first before upgrading. And natually with win2000 or xp the computer WILL be SLOWER as both OS are very demanding.

Uh no. Windows, regardless of what version, is an operating system. They can't be run simultaneously on a single computer.

I would probally say yes, but i never upgrade my system. If u have a XP, or 2000, which is the 2 most recent PC operating system. This Month Microsoft is planing to release (this month) "WIndows(R) Vista(TM)" I reccomand that, but youd need to have a brand new PC thats compatible with VISTA.
