He's my brother and we're planning to have it at home......he's into rugby and a mad fan of the New Zealand rugby team.Still into Playstations and all this video tech stuff????....any ideas

First of all, he is no longer a boy - he is a man. Second, isn't being 21 theme enough. However, if you do want to decorate the house with a theme other than b'day, you should definately go with what he is most interested in, rugby. Just don't do it like you would for a little "boy". Do it all grown up for a "man". Use your imagination and research on the web to find appropriate items for the party.

In bedroom #1, A sheep with its *** shaved and a bottle of Jack Daniels on the night stand, 3/4's empty. When he passe's out, put him in that room, take a few pictures. The next morning when he wakes up, tell him that was a great idea about all of us going to watch Broke Back Mountain and everyone was glad he recommended it for all of us to see. Take a bunch of pictures of him while he's blacked out in the other room.

Hehe, have some fun with it. If he's into rugby, go with that. Every rugby player I've ever met and freakin' drink! Make the decorations his favorite team and have everyone at the party wearing collared shirts with different team animals on them. And as bad as this sounds, you gotta make everyone wear those shorts .... :-& (but it looks good on the ladies. hehe) Then, start drinking and singing nasty rugby songs (very, very vulgar) but fun to sing hammered as long as you have a wide sense of humor. I wish I was there for that party!

PlayStation, with games classified for Mature audiences. A couple of exotic dancers or strippers would be a bonus; a 21 y/o male who's into PlayStation's, XBOX 360's, and the like is probably still a virgin.

If hes into Rugby, make the theme rugby! There should be plenty you can do with that theme. And if he complains, then tell him it was either that or Barney!
