Keep doing water changes every 3 days until clear.
You can also get Jungle Buddies Water Clear tabs at pet stores the will clear it up asap.

Changing your filter or all the material in it is the wrong thing to do. Sorry to say.
If its cloudy and white its OK, It just needs time to settle. If its green then you have an Algae problem.
Change about 20-30% with treated tap water once every two to three days but leave the filter alone. It needs cleaning in old aquarium water (saved from the water change) every month and change one part of the medium at a time.
As you don't say what is in the tank, how long you have had it running, lighting if any, where the tank is in relation to windows or what you are feeding it is impossible to be more specific. All those things are likely to contribute to a cloudy water problem.

DO NOT just go and use the clear water treatments. This is not fixing the problem. Chances are it is a bacterial bloom. Don't feed your fish as much for a while to cut down on the bacteria's food. Your fish can go a few days without food and be just fine. Take out your filter and rinse it in water FROM THE TANK (not in the tank). Just take some out and put it in a bucket. If you rinse from the tap it will kill the good bacteria that you want in your aquarium. This bloom will not be harmful to your fish it just doesn't look very pretty. If you do a water change it may help clear up the water a bit but it will also slow down the process.

One thing you should not do is change the filter - it is important to age the filter, it works better when it is mature. And when you do change the filter media, don't change all of it, just a portion of it at a time.
Keep doing regular water changes and don't touch the filter. Give it time and patience and it will clear up on its own. In the mean time:
make sure you are not overfeeding (once per day, what they'll eat in under 2 minutes)
make sure you have cycled the tank properly
make sure the tank is not overstocked.

It's a bacteria bloom,it won't hurt the fish,it will take a long time to go away.But it will,when the tank runs out of whatever the bacteria are living on. Leave the filter alone,it won't filter out stuff that 's bacteria sized any way. Change a little water every day or two.And have faith that this too shall come to pass,be patient.PeeTee

EVERY fish tank needs to be completely cleaned eventually.
Use mild soap and wash off all the algae and dirt from the inside and RINSE very very well.
Re condition your water and treat it with CLEAR WATER drops. Replace the filter and maybe even the gravel if it is very bad.
Then you are off to a NEW FRESH start again.
Changing 10% works well weekly but face it, evey now and then you just got to clean the whole tank. It helps bunches.

When you change the water, it will be cloudy for a while, sometimes for 2 days. Have you cleaned the gravel or whatever you have on the bottom. This can cause cloudy water if it is stirred up and hasn't been cleaned.

You don't say what type of filter? Have you let the tank'mature' (ie leti run without fish) so it grows natural bacteria? Did you clean the gravel before adding to the tank? When you say cloudy, is this white,brown or green? White- bacterial bloom, brown = dirt green = algae?? Tell a local pet shop what your problem is and they should be able to help.

The cloudiness could be the beneficial bacteria establishing itself in your tank. Leave it alone for a week or so and it should clear up.
To tell you exactly for sure what to do I need to know a few more things.
How long has it been set up?
What is living in it?
How long have they been living in it?

when my fish tank's water became cloudy, it had been after it was in our car with our poor dying goldfish in it. They died later that day. It could be the glass? Is one of your fish sick. If so, it could be smart to get the sick one seperated before it effects the others.
Just keep on cleaning it. It shouldn't fail you. If it does, it's still not your fault! don't feel bad
