Check with your doctor. He will probably say that you shouldnt shave all your pubic hair. You are also very young to worry about pubic hair growth. It would grow for another 6 years or so.
Personally, I think boys and girls should refrain from shaving or waxing pubic hair, as it is there for some specific purposes. Dont try to copy porn stars who appear clean shaven in their pubic area, as they have a reason to look shaven.
If the hair grows too long, you may consider trimming the top by an inch or so. Leave the rest as it is, but keep the area clean at all times. Also check with your dad or doctor about keeping the penis foreskin clean.

Its ok to trim, but not to shave downstairs. Shaving can lead to a rash and itching and other yucky things happening. (I was shaved down there for an operation once before - not nice.)
