Without knowing the make and model it is hard to give an accurate guess, but if it does not move and makes noise when the car is in park, I would say the transmission will need to be repaired or replaced. It sounds like an internal failure to me.
As to cost, without knowing more, I would be picking a number out of the air, but I can tell you that it will not be cheap!!

Already sounds expensive. Either the pump is bad, or the internals said No More.

The torque converter could have come apart internally.

sounds like the transmission pump is starving for fluid,check your fluid and make sure its full.
